Scheme Introduction

The "Community Care Service Voucher for the Elderly" (CCSV) Scheme is a government-funded initiative launched by the Social Welfare Department (SWD) of Hong Kong, which has been regularised since September 1, 2023. Adopting the "money follows the user" and "co-payment based on financial means" models, the scheme allows eligible elderly persons to freely choose community care services according to their personal needs, enabling them to age in place comfortably.

OK Care officially became a Recognised Service Provider (Organisation No.: RSP9501) of the SWD in 2020. We currently offer 100 home care service slots, tailoring highly flexible service plan combinations for the elderly with different health conditions and needs. Day and night services are charged at a unified rate, actively catering to the diverse needs of the elderly.

Medical Equipment Rental	Rental of medical equipment such as wheelchairs, nursing beds, and assistive devices
Dietary Services	Delivery of nutritious and healthy meal plans; soft meals can be arranged for users with aspiration risks

Eligibility

Elderly persons meeting the following conditions and receiving an invitation to apply after assessment by the SWD:
• Assessed as suitable for community or residential care under the Standardised Care Need Assessment Mechanism for Elderly Services (SCNAMES)
• On the Central Waiting List for subsidised services
• Not currently receiving government-subsidised residential or community care services
• Aged 65 or above

Voucher Value

Elderly persons can choose the voucher value according to their needs (HK$10,824 per month for the 2025-26 financial year, with no minimum usage requirement). This value is subject to annual adjustment.

Frequently Asked Questions (FAQ)
Q1: Is the CCSV Scheme completely free?
A: No. The scheme adopts a co-payment mechanism based on financial means. After SWD assessment, the elderly person is required to pay 5% to 40% of the cost depending on their family's financial situation, with government subsidies covering up to 95%.

Q2: Can I use CCSV and other government-subsidised services simultaneously?
A: No. CCSV holders cannot simultaneously use other government-subsidised community care services or residential care services.

Q3: How to choose a personal care plan service?
A: It is formulated through a professional on-site assessment. Our professional team will assist you in developing the most suitable service plan.

Q4: How soon can I receive the service?
A: Within 3 working days.

Q5: Can I change the service provider?
A: Yes. The scheme adopts the "money follows the user" model, allowing elderly persons to freely select and switch among Recognised Service Providers under the CCSV Scheme.
